Unfortunately I do not not know what the problem is with the sound files. I suspect you are correct about the codec's but I do not know how to fix this. Sorry.
I guess the workaround answer would be to convert the sound file into another format and try that.
Now, regarding the help file...
WinHlp32.exe is required to display 32-bit Help files that have the ".hlp" file name extension.
To view .hlp files on Windows Vista, you need to install this application.
