No Draws in Random Tips

Hi Ian,
I have a setup where I allocate random tips to people who don't submit their tips.
I notice this year however that it is allocating quite a few draws in that random tipping.
Can we either have it set so that random tipping doesn't include any random tips, or have a selection option in the preferences page to not include draws in random tipping.
